Albanian Free Press Interview with the economy expert, Suzana Guxholli, former advisor to the right wing government

Mrs. Guxholli, how would you comment the latest government decision to sign three new contracts at a price of 1 euro in a single day?

The government is implementing the incentive known as “Albania 1 Euro”, because it saw that the government was deteriorating. They also saw that foreign investors left due to the business climate and the lack of support for it. This is why the government came back to our policies, when investments were at a maximum. Our policies encouraged the growth of domestic investments, but also foreign investments.

You’re saying that the left wing government is applying incentives that were launched by you?

From what I can see, the government is going back to our forms.

 

Yesterday, the government has also included Spitalla in the 1 Euro model. Spitalla was the area which it offered as a free economic zone, but which it could not successfully deliver.

Yes, because they have nothing else to do and they take such decisions.

How can one benefit from the 1 Euro scheme to do business?

“State assets with an area of over 500 square meters are given to third parties through rental contracts at a symbolical price of 1 euro per contract, when a business proposes to engage in industrial manufacturing activities there by investing over 10 million euros or by engaging in the textile industry. This is stated by the law which introduced “Albania 1 Euro” incentive several years ago. This fee is also charged for premises used for investments of over 2 million euros for activities in the domain of sport, culture, tourism and cultural heritage.

When it was first launched, socialists criticized “Albania 1 Euro” incentive, but in the recent years, they have promoted it, even outside Albania. So, it was PM Edi Rama who in a meeting with Italian investors in Milan (in 2014), has invited them to invest in a country by saying that the government “offers different premises which are in need of restructuring. These premises include old warehouses and old military bases. We will lift the rent and only charge 1 euro, regardless of the area. Only 1 euro and not in a month”, Rama declared in front of them. Meanwhile, in another meeting, he has also invited businesses from Kosovo to become part of the “Albania 1 Euro” incentive.
