“Rama 2” cabinet, economy is a key point of the new governing program

 Economy is the focal point of the new program with which the government that came out of the 25 June 2017 elections, will lead the country from 2017 until 2021. This is what stands out in the 28 pages of this preliminary document, which is officially submitted today to Parliament. And the objective is clear: Sustainable economic growth and macro-economic stability! Both of them are very important components for a normal governing term in the next four years, besides the other imperative reforms which must be delivered at all costs, such as the judicial reform. In the chapter concerning the economy, the 2017-2021 government program also includes the “One billion” package, which explains how more than 100 billion lek will be injected into the economy.

Public investments funded by state budget will account for 5% of GDP. We’re determined to continue to use financial instruments such as the Public-Private Partnership for projects which are very important for the economy. With the ‘1 Billion’ package, we will inject more than 1 billion lek into the economy, by engaging private capitals in a large number of investment projects and having a direct impact on economic growth”, the document in question explains, adding that 5.5%-6% economic growth is the target during the new government term in office. Meanwhile, the government is also aiming to make a gradual reduction of public debt under the figure of 60%.

On the other hand, as far as the economy is concerned, the new government representatives also mention other details such as projects concerning infrastructure: Ionian-Adriatic Corridor, the construction of the Arber Road, road segments such as Fushe-Kruja-Shkoder and Thumane-Kashar and also several bypasses. Tourism is also seen as a priority for the next four years, where the government is aiming to consolidate four national tourist destinations: Albanian Alps, the new South, ports and harbors and Tirana. “Progressiveness will continue to be at the center of our fiscal philosophy”, is another aspect that the government will apply through taxes in the next four years. Meanwhile, the document concludes with other sectors that support the economy, such as the environment, for which the government has made many promised.

REFORM

“Rural renaissance”, a new government concept  for rural areas in the next four years

While in the previous term in office, from 2013 until 2017, Rama 1 government promoted the so called “Urban Renaissance”, which had to do with the rehabilitation of the main cities and towns, this time, its program will be promoted by the “Rural Renaissance” incentive. During this term in office, “Rural Renaissance” will be the integrated program for the development of inhabited areas, tourist areas or rural areas, where the aim is to improve infrastructure, local traditions and cultural heritage”.

PROCESS

Judicial reform, a condition which needs to be delivered

Judicial reform remains a condition which is yet to be delivered by Rama 2 government in the next four years. “We insisted and we achieved political consensus for the approval of the Judicial Reform. The judicial domain will focus on these pillars: The implementation of the judicial reform by offering the necessary assistance to successfully finalize the vetting process and the process of the creation of the new governing bodies for the courts and prosecution, necessary for the implementation of the judicial reform”, the government program says. Meanwhile, the government also says that it will “take all the necessary measures in order to have an independent, efficient, uncorrupt, professional and accessible judicial system by all citizens”.

INTEGRATION

Consolidation of Albania’s position abroad

Consolidation of Albania’s position abroad, especially in the Euro-Atlantic space, is another important point of the government’s program in the next four years, as far as foreign policy is concerned. “Our vision for a strong and credible Albania relies on the strategic partnership with the United States of America and the European Union and on a realistic and dynamic positioning within the regional strategic quadrant (Italy-Austria-Greece-Turkey), where Albania’s national interests are articulated as a country with a key location in the Balkans and the Mediterranean ”, government experts who are preparing its program. Meanwhile, they also mention the fact that it’s imperative that the process of integration in the European Union continues to be a focal point for the next four years too.
