Public administration, the new salaries based on qualification
Someone who works for public administration in Albania must pay more attention to the education and professional qualification, because salaries will change based on these criteria. This is a novelty, because up until yesterday, salaries for employees occupying the same position in the public administration, but with different levels of education has been the same, 11 thousand ALL.

So, the new salaries for public administration employees will be calculated based on the basic salary, according to the level of qualification, namely bachelor, simple master degree or scientific master. This will be topped up by salary according to the position that the employee occupies in a public institution or in an independent institution. Then, there’s seniority at work, which amounts to 2% for all categories of employees. This remains at the essence of the structure of salaries for civil servants of all levels, which has been published in the Official Bulletin.

According to this structure, the amount of the salary for each civil servant, calculated based the education will be: Starting from 10 thousand ALL for all of those who have a bachelor degree, 11 thousand ALL for all of those who have a professional master degree and 14 thousand ALL for all of those who have a master degree in science or art. Then, based on the new structure of salaries, all of those who have the title of “professor” (deputy ministers), will benefit an extra 30 thousand ALL a month in their salary, while those who have the title of “associate professor” and work as directors, will have an extra 25 thousand ALL in their salary. All of those public administration employees who have a post master degree, will have an extra 20 thousand ALL in their salary.

How much will salaries increase according to the different categories of employees?

On the other hand, if we refer to the respective increase which is made to each salary based on the position, the new structure of salaries will be further divided into more categories for each category of public administration employees and each category benefits a 2% allowance for every year of seniority.

Namely, the increase for every public employee of the first category a) will be 141.900 ALL, to continue with 129.800 ALL for employees of the first category b); 118.100 ALL for employees of the second category a) and 100.000 ALL for those of the second category b). Then, there are three levels which are included in the third category and which benefit an increase of 100, 80 and 75 thousand ALL respectively. The structure is completed with the three levels of the fourth category, which have respective increases of 48 thousand, 39 thousand and 29.5 thousand ALL.

Seniority based increase

Salary increase based on seniority is 2% for every seniority year up to a period of 25 years and this is calculated based on the group that a public administration employee is part of.

The new structure of salaries, which has been recently published in the Official Bulletin, redefines the fact that for the purpose of the calculation of this increase, seniority constitutes the number of documented working years for each employee, but ruling out years of voluntary contributions, self-employment, military service for men, years of university education and periods of jobseekers allowance.

New structure of salaries for local government employees too

 The new structure of salaries also applies for some public servants who occupy key positions in the local government administration. Thus, according to the Official Bulletin, the Prefect of Tirana will have a salary of 130.300 ALL, while prefects in other districts will be paid 118.300 ALL. “The heads of sub-prefectures of Kavaja, Lushnja and Saranda will be paid 99.800 ALL while the heads of sub-prefectures of Kruja, Pogradec, Librazhd, Tepelena, Permet, Mat, Puka, Tropoja and Skrapar will be paid 92.400 ALL a month”, the document in question reads. The list continues with the heads of the sub-prefectures of Malesi e Madhe, Bulqiza, Delvina, Kurbin and Kolonja, will be paid 88.000 ALL.

According to this new structure of salaries, the advisor to the Prefect of Tirana will be paid 69.800 ALL and his spokesperson will be paid 59.300 ALL. All the rules for the new structure of salaries based on education, qualification and concrete position will also apply to the abovementioned local government employees.
